As the other answerer said, you can only stay in Cinderella's Castle right now if you when it as part of the Year of a Million Dreams Celebration. So you are looking at a little while before you could possibly stay in there just by paying for it. As far as I know nothing official has been released as far as what Disney will do when they celebration is over. One would assume that they would then allow people to stay in the castle if they pay. However, being able to book the suite would be like winning the lottery, if they make it available, it will sell out fast.
The best resort is going to be different for each situation and party, what you are looking for, it also depends on what you are wanting to spend, etc. I'm not really sure who you will be traveling with, what you want to spend, etc. so here is a general answer:
The value resorts are the least expensive, but also are more popular for young kids and groups. The resort can be noisy and the rooms are a little small. However, the big icons at each of the values (All Star Sports, Music, and Movies and Pop Century) are always a huge hit with young children. Generally, children like the values more than the more expensive resorts just because of these icons. If you don't plan to spend much time in the room, then the value should be fine for you, it is a clean room, with everything you need, a nice pool and an inexpensive place to eat. Values are low cost and whimisical.
For a larger room, and a resort that is a little more quiet, I would go for a moderate. You get the extra space, a few extra little things and there are usually fewer kids. French Quarter is usually a big hit with children as well because of the great pool. The moderates are going to be about double the cost, depending on the situation, but I think it is well worth the cost, especially if you will be traveling without children and/or want a quiet environment that is a little more laid back and relaxing.
The deluxes are more expensive, but offer more benefits right at the resorts, such as more dining options, and better transportation (except for Animal Kingdom) The best part about the deluxe resorts is that they have more onsite, so you don't have to go outside of your resort as often and they also offer more transportation options, so you can usually get where you are going a little quicker. Each of the deluxe resorts offers a benefit, Wilderness and Animal Kingdom are the least expensive, Boardwalk and Yacht and Beach Club have boat transportation and you can walk to EPCOT. Then Polynesian, Contemporary and Grand Floridian are the most expensive but have the monorail. Of course, these are just a few of the benefits. The deluxes are the best when you are wanting luxury and the absolute best Disney service offered, but really, the service is fantastic at all the Disney service.
You also have your villas and then the Wilderness Cabins. This is if you are wanting more space and/or a kitchen. Also, the All Star Music resort now offers a family suite with a small kitchenette if you are needing a fridge or anything like that, you can request medical fridges or pay to have a fridge in regular rooms as well. If you need more space, but don't want to spend as much as the villas, you have the Wilderness Cabins. They have actual cabins you can stay in, or you can stay at the campgrounds in your RV or tent.
All the Disney resorts are great and they each have their own benefits, it just depends on which offers the most to you and which is in your price range.
I would pick Movies or Pop for a value. Pop Century resort is newer and the bus transportation is a little better, it also seems to be more popular for adults, so tends to be a little more quiet. The movies is great because of all the childrens favorite characters from the movies are larger than life. For a moderate, they are all great, I think it kind of depends on what you like best. Coronado is more like a deluxe resort (just not as many benefits) Caribbean Beach has great themeing, is a huge resort, etc. Port Orleans is a little smaller property and also offers the boat transportation. Deluxe, they are all great, I kind of prefer Wilderness over Animal Kingdom, because of the location. I like Boarwalk and Yacht and Beach Club pretty much equally. I personally like Polynesian and Grand Floridian the best of the monorail hotels. All the Villas are really great. I spend a lot of time at Downtown Disney, so I like being at Saratoga because of how close it is, but I also really like the Beach and Boardwalk villas.

Like the others have said, unless you are chosen for an overnight stay in the castle for the Year of a Million Dreams celebration, you are not able to stay in the castle. In terms of other accomodations, there are plenty of other options.
First of all, staying on the Disney property is a MUST when visitng Disney. The prices are competitve with any other hotel in the area, but the perks offered to the resort guests are more than worth it.
The three levels of resort are the value, moderate, and deluxe. There are also the Vacation Club resorts that you can pay cash to stay in, but they may be a little tougher to get into depending on the time of the year because the vacation club members get first crack.
The value resorts are just that...value. They are nice places to stay in, offer a decent food court, and have great decor. They are geared towards families, so the decor is way over the top and with this in mind they tend to be a little more crowded. The rooms are on the small side, with smaller beds in each. The prices are competitive with anything else in Orlando. My favorite resort at this level is the All-Star Movies, with Pop Century a close second.
The moderate resorts are the next level. They are a little bit nicer, again are immaculate in terms of decor and cleanliness. The resorts are a little bigger, and most offer a sit down restaurant as well as a food court. They usually also have a dedicated bus line for the parks, where the All-Stars share a bus route most of the time. In this range my favorite is the Caribbean Beach.
The deluxe are the cream of the Disney crop. they are the most expensive, but also offer the nicest and biggest rooms along with the most ammenities. There is plenty of food options here, along with the resorts having the closest proximity to the parks (most of the Deluxe resorts surround the Seven Seas Lagoon right outside of the Magic Kingdom). Of these resorts, the Polynesian is my favorite.
The Vacation Club resorts are in a different class all together. I am fairly sure you can get into them as a non-member, but they can be pricey. I have only stayed at Saratoga Springs of these resorts (we are DVC members and got to use our membership for the first time recently.) Saratoga Springs was gorgeous. The food court was outstanding and the sit-down restaurant was great. We were in close proximity of Downtown Disney, but also a short bus ride to all of the other attractions. I would highly recommend Saratoga Springs to anyone.
Staying on property is the way to go as I said, but the level of the resort you stay at is really up to personal preference. I have stayed at every level and loved each trip to Disney. You get the famous Disney service no matter where you stay. Each resort has it's pros and cons like anything else. I would recommend going on the disneyworld website, I included the link below. You can get a quote for your vacation as well as do a resort comparison. Also, pick up the Birnbaum's guide to WDW. There are some great tips as well as a good comparison of the resorts. There are tons of guide books out there, but that is the one that has worked the best for us.
When you buy your passes, make sure to get at least the park hopper option on them. It does cost a little extra, but it is worth it. Without the park hopper option you are stuck with one park on one day. My family and I like to bounce all over, in fact on this past trip we never hit the same park in the evening that we were at in the morning. It just gives you the ultimate in flexibility.

At this time the only way to stay in the Castle is if you are chosen by a cast member as part of the Year of a Million Dreams. This is a random choice, they will tap you on the shoulder and if it isn't the last day of your vacation you get the chance to stay in the Cinderella Suite.

It is not available at this time. You may be picked to stay there during your visit but it's not something open to the public.
However I do recommend staying at one of the resorts inside the park. Nothing compares to staying on the property and transportation is provided for you. Some great hotels to check out are Wilderness Lodge, Port Orleans Riverside and Boardwalk.

No you have to win to stay there. But i do suggest Port Orleans Riverside. Very nice and romantic, and spacious. Excellent for adults, and there is a boat that takes you straight to downtown disney. I very highly reccommend it.
