I would demand that an alternative approach was considered. Depending on the location of the "mains", tunneling is an option to be considered. Naturally, a reroute would be better for you, but might be costly. If this repair is done in your house, you will be put out for several days, not to mention the debris, dust, inconvenience. You shouldn't have to pay for anything associated with this repair. The housing authority is responsible for providing a trouble free dwelling, clear of any defects, and have available all utilities needed for the dwelling to be live able. Check your lease, or better yet, call a lawyer hot line for advice. The housing group should put you somewhere else, to minimize your distress from the situation. Good luck!

There can be several answers depending on what is wrong. If it is leaking at a fitting, you can try tightening the fitting or if possible cut off a small portion of the tubing and install a new Ferrell over the compression fitting and tighten. If the tubing is leaking, then you can buy a new flexible line and install that, just be sure to measure the length before you head out to the store. If it is a petcock leaking, you may be able to tighten the packing around the stem. We would have to know where it was leaking, and what part is leaking to give you a good answer. If you do have to cut the copper tubing, go to the home store and buy an mini-tubing cutter. They aren't that much.

Check your lease/rental contract. You may be responsible for the whole repair. The plumbing pipes are under the concrete and buried in sand. Better purchase some plastic sheeting to hang in the room since the concrete dust from cutting will fill the house. Someones insurance should cover the entire job.

You will have to negotiate this with the housing group. I presume you rent the property. Do you have household and building insurance that may cover this sort of situation. No matter what the leak has to be resolved, first and who pays for what is sorted out afterwards..

Find the cut off, and re route from there, through the walls or ceilings, and leave the broken pipes in the concrete to dry up.

Dont know, do you have household insurance? I would have thought that whoever owns the water pipe was responsible
