Be patient! The cold may have killed off the primary buds but there's a back up system. It takes time to initiate.....if the plant was healthy last few seasons.

Now Rose of Sharon flowers on new growth, that is stuff produced this year. So in theory it could still flower; however, the plant will use a lot of stored energy to over come the freeze damage and may not have enough energy to flower this year. There's always next year.

Have faith in little Rose of Sharon, she has been knocked back, probably not knocked out.

I would wait and see what it does. I had some rose bushes that I thought were killed last year in an unexpected freeze and they never showed any signs of life last year. Well this weekend I went to clean up my yard and all of them have new growth on them. I cut back the dead material from them and they should be back to their former glory this year.

I would wait and see what happens. The plant may just be severrely traumatized or stunted from growth for a while. Fruit trees will look dead after a severe frost and may not produce fruit, but often times will be fine the following year.

cut it down. Look to see when you do cut it down that the branches are alive. If the branches are dead, then there is a possibility that the plant is dead and you must remove and replant a new rose bush.
