Yes you can, if you use the long form for Fed return. You must itemize deductions instead of taking standard deduction. So if you have enough itemized deductions to make it worth filing this way it will help. Otherwise, standard deduction is the way to go. So dues are deductible if you itemize, and not deductible if you take standard deduction.

State - varies by what state you're in. You can in PA for example, even if you don't itemize federal.
