Actually there are three, judicial, executive, and legislative. The legislative is the congress who makes the laws, the judicial is the court system who interprets the laws, the executive is the president and all who work for him who enforce the laws. The constitution created checks and balances to limit the power of all three. Sometimes I think all three need to go back and read the constitution.
