can you tell me the website development tools which are most important to make a website?

i want to make a website and also want to use a flash in to it.

Depends on what kind of platform you want to use, and what the site should be able to do. For a basic Flash site, you really only need Flash and Notepad (or some other plain-text editor). If you're not comfortable with writing the HTML code yourself, you can use a WYSIWYG editor to design the pages. The industry standard right now is Dreamweaver. A free alternative is NVU. A newcomer to the market is Microsoft Expression, which looks to be a serious cometitor with Dreamweaver for tool of choice for professionals.

It also helps to have a graphics editing program like Photoshop or Fireworks (I use both). GIMP is a free alternative to Photoshop... it is free, so it's not as sophisticated or robust as Photoshop, and the UI is not as good, but... again, it's free. Kind of a trade-off. If you are doing dynamic web development, you may need a development suite for your platform. For example, I often work with ASP.NET so I use Visual Studio for that. But if you are doing PHP or classic ASP, you just need a text editor, and a server that can interpret the code for testing.
