It's The Dark Half with Timothy Hutton as the lead.

The Dark Half. The crow I think was a recurring image, and didn't really bring people back from the dead. The only King movie with an 'evil twin' is the Dark Half.

The only guess I can come up with is Pet Cemetery. But it's the cemetery that brings people back from the dead, not an evil twin and a crow, so I'm not positively sure. :)
