While I understand the problems it caused for China, I think we should have a law that focuses on:
- Overpopulation
- How many kids you can have, if any
- Forcing some people to adopt or take foster children instead of being selfish
- How old you have to be do this
- Parenting and anger management issues
- Financial management
I'll an environmentalist who will shut up now... Sigh.

It was already addressed by the Supreme Court in 1937 in Buck vs. Bell and it was decided that being "feeble minded" was not a prohibitor to the right to become a parent.
I personally think that there should be at least one year of manditory "life skills" classes in high school that address basic concepts that, unlike algebra, the kids will actually need to know to learn to survive, like finding a job, keeping a job, budgeting, balancing a checkbook, entering into legal contracts, meal planning, conflictr resolution/communication and of above, all family and parenting skills.
Yeah, the kids SHOULD be learning this at home, but many are not at the homes they come from are totally dysfunctional and all they learn is how to work the system for welfare and never realize their true potential.
Sad thing is unless a class if very generic, like "Family Living", which usually is only socially acceptable for girls to take (at least when I was in high school, that was the case) many parents oppose such a class because they feel that the goverment is infringing on their rights if there is any deviation from what they would teach their children to do.

Well as bad as some people are at parenting, I think it would be easier to put comprehensive parenting support services on the web, through adult ed. classes, and in books in libraries. Then hospitals could give new moms a print out of what's available in their local area.

Having had several foster children, I'm inclined to agree with this.
And it would also be a positive for population control...along with reducing the drain on the welfare system.
Where I live it is easier to have a kid than to adopt a pet from the animal shelter.

How about we take care of the illegal immigrant problem first, and then concentrate on the quality of parenting? But then you'll have many camps putting their 2 cents, from the left, right, and middle.
Face it, America is heading towards the crapper, between shady politics and ill-conceived wars, the mainstream is being squeezed by the idiots in D.C.

Yes,and until you get the license you should be sterilized so it can't happen by accident! In the 40s it was legal to sterilize all welfare recipients!

It'd never fly, but it sure would be nice wouldn't it?
i mean how would you prevent the unplanned pregnancies and would it really be morally OK to rip the newborn child out of the unlicensed parents arms?? There are just places the law should never go....
