Communism has created a strong central government. But it is not as strong as many people believe. In fact much control is in the hands of provinces and local governments, with each province interpretting national laws differently.

In fact communism in China is really a reflection of past Chinese systems.

Firstly, caring for the poor has been part of Chinese culture since Confucious and before.

Beauracratic power is part of parcel of the classic Chinese
public service, which has survived thousands of years, invasions and revolutions.

The main thing is the system of electing leaders and limiting power. While this is nothing like western democracy and has been abused in the past and the present, it a system that seems to mostly work.

Finally, communism is responsible for creating a the nation of china. In modern china there is a strong sense of national identity, which didn't exist during the days of the republic. Being Chinese is still not so much about being in a country but about being part of a cultural heritage. So that chinese all around the world will consider themselves chinese.

By unifying the language, building transport, improving education and pushing the idea of national identify along with cultural diversity, China has joined the club of nations (which in Western countries is really only 200 years old).
