I have Philips Toucam and have the same problem. In their manual it states it will not work with Windows XP. It says the snapshot button support has not been implemented in the TWAIN driver software whatever that means?

some webcams come with software that enables them to take still pictures, all webcams can do this but some manufacturers dont bother to bundle the software
however there are 3rd party oftware avalible that can do the job for you, flying house(http://www.download.com/FlyingHouse/3000-2348_4-10583482.html?tag=lst-0-9)from coolsoft is just a peice of software,it allows you to take still pictures using your webcam, another good peice of software is willing webcam(http://www.download.com/Willing-Webcam/3000-2348_4-10653911.html?tag=lst-0-10)
i hope this has helped
good luck
