It depends on the circumstances. If the paper is stacked tightly together, with no air trapped between pages, it will not burn. Ever tried to burn old magazines or paperbacks? They will not burn unless you "open them up" somewhat.

My son discovered once as a pre-teen that toilet paper burns...and fast!
