Yes, the only time you should use the paper filter is when vaccumming dry items.

Wal Mart has these filters 3 to a package for $3.97 I just got some they made of some special kind of paper that is stronger but let the air pass through. To reuse the one from your father's vac you will have to let it dry and clean it because it will stink a lot when you turn it on. The vac needs to be at least rinsed.

yes beacause the paPER THING WILL GET WET AND DAMP AND STINK AND LEAD TOO MOLD BUILDUPP. REMOVE ITT AND, USE THE, WET DRY VAC PLAINN. AND WHAT A MESS WHEN THE PAPER THING GETS WET DAMP MOLDY AND, DUST OR DOG CAT HAIRS FIBERS CLING TOO ITT.
