At age 17 a person is a minor anywhere in the US. She cannot vote, cannot drink. She can get a driver's license. She needs permission of her school and parents to get a mob. She can sign contracts but is not legally bound, so businesses will not lend money or sell anything on credit. She has the right to life, liberty, and the pursuit of happiness, as guaranteed by the US Constitution.
