Chester Arthur. Although his birthplace is listed in a small town in Vermont near the Canadian border, some historians think he may have actually been born in Canada. Borders weren't as clear-cut as they are today. Both of his parents were US citizens, though, so even if he had been born in Canada, it wouldn't have mattered.

The Democrats hired an attorney to investigate the allegations while they spread rumors about his birth and asked for him to be disqualified from the race. The attorney even accused Arthur of being born in Ireland - hah!

By the way, most historians believe he was indeed born in the United States. It just made great political fodder for the time.
