It is from the Mary Poppins movie - an old children's film. The Mary Poppins is a kind of "fairy" nanny who brings the children of a banker into various magical adventures, singing many fun songs along the way. This is one of the songs. I don't think that the word itself means anything -- it is supposed to be a word that one could say when one is frustrated! Here are the lyrics.
