Definitely positive.
India boasts of quality manpower in various fields and not only in software. You could easily tap the indian space if you have got definite requirements for recruitments.
One thing though : don't overempasise on web based things in India. People who matter rarely rely on web and people who are mostly sub-standard crowd the web for recruitments.

Plentiful opportunities are awaiting the right kind of entities to tap them with no exception of Human Resources (Manpower). Any commercial venture with appropriate business proposal can be entertained.
