Unfortunately the answer seems to be yes. I'm trying to find the article, by JK Rowling did say in an interview that Sirius was really dead.
Update: Found the article I read. It came out before OOTP did and she didn't actually say Sirius because that would have been a huge spoiler, but she did say he was definitely dead.

i think she left it up to you to make the decision, i personally feel like he did.....horrible i know but in my opinion it gives harry more desire to fight the death eaters.
Not to mention JK said she wasnt going to bring him back. Plus it would be kind of a rip off on the whole gandalf thing from lord of the rings.... it really sucks though he was one of my favorite characters

Waaaaaaaahhhh! He's definitely gone. But dead...? I don't know about dead, even if he's not, he won't be coming back on page for long so he's still gone. :(
