I understand that both Iraq and Iran had really bad regimes in those days, but for the purpose of not upsetting the balance of power, the US reluctantly supported Iraq. I didn't see anything in this article suggesting the US sold them poison gas; in fact, the use of chemical weapons by any nation was repeatedly condemned. When Iraq wanted to buy some raw materials to make the gas from, US sources were told not to sell it to them. (I would guess the US uses these types of chemicals in pesticides, and that is why some was available.)
