Check www.indiahotelreview.com which gives a fairly comprehensive list of hotels in all ranges. You ought to be able to get a basic but decent hotel less than Rs 2000/- per night. If you are a club member in your hometown, check out club affiliations as well.
Car hire for an Indica type of AC car with driver should be
around Rs1200 - Rs1400 per day for 80km . You can negotiate a better deal if you want the car for more than a day. Check the Midday classifieds www.mid-day.com
November is a pleasant month in Mumbai. If you are with children, you could spend a day at Esselworld in Gorai or Great Escape near Vajreshwari.
A day at the National Park in Borivli is also nice, there is dense forest, lion and tiger safari areas and the 2000yr old Kanheri caves.
A trip to Elephanta Island by launch from Gateway of India is also nice. Alibag (beach) as a day trip by launch is also possible.
The Wednesday edition of the Mid day has a lot of 1 day picnic packages in the travel classifieds.
Lonavla and Khandala are hillstations nearby but I dont recommend them - too commercial and crowded.
Silent Hills Resort is a nice place on the banks of the Vaitarna River about 80km N of Bombay on NH-8 ( rt. turn at Manor Naka). Its a nice place to spend a day with good food, several pools, large lawn and garden area, and you can also go to the nearby Kohoj fort which is in dense forests, just 8 km away. Dont remember the contact details but they advertise regularly in the Midday or you could get their website through a google search.
Alternately you could spend a day shopping in Linking Rd, Dadar, etc.!!!
Book in advance and get a cheap 1hr flight to Goa (www.yatra.com), otherwise its about 12hrs by train or road.

Good and clean hotels that do not cost the earth in Mumbai city - - hmm --- I say , almost impossible. Either you have to change the definition of "do not cost the earth" or you may have to settle a little bit away from the city but still be in city.
If you are serious about visiting Goa and do not have much to do in Mumbai city, I can suggest several ways of accomodation. But then Mumbai offers too many options to not stay in the city for atleast few days. Several spots and sites are worth visit in Mumbai. But I assume that you have already experienced the city.
You can travel to Goa by road ( book urself on luxury bus/volvo bus/ hire a vehicle), by train ( various trains go to Goa from Mumbai on Kokan railway) , by air.
If you are going by road and hire a vehicle, there are plentiful of clean and reasonable accomodation options enroute. You can stay in Panvel, Pen , Nagothane etc ( all these are 1 hour to 2 hour drive from Mumbai city.) Alternately, you can catch a boat to Alibag from Mumbai - gateway of India and stay in comfy places there. Alibag is about 1 hour away by boat and a charming place. You can visit the Mumbai city whenever you wish.
If u could be specific about your travel plans, I can suggest several options.

Unfortunately I can't remember the name of the hotels I stayed at, but there are loads of nice cheap ones. A good day trip is to Elephanta Island with gods carved in caves and monkeys everywhere. Visit the pagaba area of the city - it is a village within the city by the sea at the top of the bay. Please, if you are not a vegatarian, try the Tandoori crab - it is the best food I have eaten anywhere ever. I had a wonderful time there and I hope you do too.

In Mumbai, I recommend LUCKY HOTEL, near Bandra Station, which is clean and reasonable (Rs.1300/- per night).
To Goa you can go by air, there are a lot of budget airlines now.

This brought back many memories for me. A lot of weekends in November and December a friend and me would dress real warm in our chaps and leather jackets and get on the motorcycle and head out to the beach. We would walk along the cool sand and keep each other warm. We would watch the sun go down over the Great South Bay. otherwise known as the Atlantic Ocean.

flights to goa are daily. also if you do not want it to busy and a little cheaper go at the end of october. i am going to goa at the end of october via mumbai. i prefere goa to mumbai

hotels .ya in a small distance from the airport is hotel parle international.Take a mumbai darshan which is a city tour that will be better.

Apparently there is a littile blue pill you can buy there for delli belli in the chemist.My bro has just come back and said it is paradise and clean , he had a fantastic time so enjoy.
