Dumb is subjective.
Quickly I don't want to come off as offensive or defensive in my answer, but I'll state the following statistics.
90% of advanced Medical Research is conducted by, or comissoned by US Companies
40 of the top 50 Universities in the World are located here
88% of advanced Technology and Software development happens here in the US
40% is the percentage of global consumer goods that we consume - we are the largest spender on the planet!
Numbers wise...
The businesses in the state of California make more money than most European Countries.
We produce more globally used products and technology than any other country.
Each US citizen works on average 48 hours a week, and earns more in one month than 70% of the civilized world.
So, do those things make us smart?
No.
But reading the newspaper doesn't make us smart - quite the contrary - most US news is 'editorial' rather than 'news'
Just a hair from gossip.
The largest movement in the US has been the shift from a literate society to that of an oral society. And. That shift has started to change the rest of the world.
The gap in communication (like yahoo answers) opens up the flow of ideas and information, and begins the process of saturating other cultures with our products, ideas, needs, etc.. AND introduces other cultures into the US.
The democratic state of mind, means that there isn't a mold for "smart" or for "dumb" - this is a country where you can become and do anything - no matter your intellect.
So... No. We isn't dumb! (ha) ;)

I am assuming that you meant to write that Americans are reading less newspapers? Or is it that less Americans read newspapers each year?
I haven't heard of any research about that, so I couldn't say. But, I highly doubt any credited research conducted would label a countries populants "dumb".

They are not dumb.
Just expose the blunders and slip-ups with human errors in the creation of living human kind into mankind of intelligent design being created with artificial itelligence of artificial design being taught "I was an ape-man" living in a modern world still climbing up the coconut trees in planet of apes.
While Batman and Robin of the West with the Joker of the East were blind as a bat hanging upside down still living in caves in planet of apes.
With all the children and living human kind born and raised after independence of all tribes of different community all getting themselves kick on the butts by the men who would be king in making a mess and monkey out of the misery of living human kind in planet of apes.
Thanks to little horror chucky and the were-wolves in exposing their misery in own backyards in planet of apes.
Being created into a desk-top in planet of apes.
