No. The best thing you can do to improve Windows boot time is to uninstall software that you don't use. This makes the registry smaller. Since a vast majority of Windows boot time is the OS reading the registry, you will boot up faster.

Depends on how many disks you use and how fast they are. RAID 0 is faster and the disk subsystem is the slowest part of the computer used by pretty much everything... but it's a foolish thing to do given the risk to your data if one disk fails. I wouldn't do it... the amount of speed you get wouldn't be all that noticeable, either.

Not really. RAID 0 doesn't give you all that much of a performance gain, and it increases the likelihood of data loss.
