A film editor is in charge of cutting and splitting all the video and putting it together but who is in charge of adding the audio? Is that the editor's job too?

The director is essentially responsible for picking the composer for the soundtrack.

George Lucas didn't know who to choose from to compose the "Star Wars" theme, so he took the advice of his friend Steven Spielberg, whose film at that time, "Jaws" was composed by John Williams.

The composer then writes his music to fit the film. Usually he'll study the scenes and time indexes so he'll know which part of the song needs to be either more dramatic, somber, or melancholy.

It's then up to the sound engineer/ audio director to graft the finished work onto the film track. Usually after dialogue and initial sound effects are added, but before the final dubs are filtered in.

The sound editor is responsible for mixing the audio (dialog, music and sound effects) in the movie. The songs and music (score) is usually created by the composer and selected by the director. If the director wants certain songs for his movie, he gets the legal department to negotiate the rights to use the songs. Sometimes the music can be used and sometimes not.

theres also a music editor who chooses and edits the music for the movie.
