It depends entirely on how it was originally made and if the seam allowances are large enough.
The only real way to make a garment bigger is to let out the seams or to add fabric. Since it's a wedding dress, you won't want to add fabric, as it will be noticeable everywhere. The only other option is going to a talented seamstress and finding out if there is enough extra fabric in the seams to allow for them to be let out a bit. If the dress has bust darts, and shaping darts in back, as well as the two side seams, I would imagine that you can get two inches out of it with no problem. However, if the dress is cut a certain way, or if there are no shaping seams or darts, it may be difficult to let the dress out.
The best thing to do is go to a reputable and, preferably, recommended seamstress or tailor and have them take a look at the dress. He or she will be able to tell by looking at the insides if it is even possible. If it is, they will tell you, and then you can negotiate a price for the alterations.

Yes, IF the seams in the bodice have been left generous, which is usually the case in wedding gowns. Tailoring a 32 to 34 should be absolutely no trouble for a skilled tailor, even with less than ideal seam allowances.

Depending on the style of the dress, it may be possible. Without knowing exactly how it is configured, it's hard to give concrete suggestions. But you may be able to add a little fabric to the side seams under both of the arms that wouldn't be seen. You could also add decorative trim to the bodice with fabric underneath that would give you added space. No matter how well you sew, this is something that should be done by a professional seamstress/tailor

yes it is. They can use a small amount of the same material and attach it at the seams of the dress where you need it to be wider. It may slightly change the way the dress fits around the neck area depending on how much altering is needed. It can and has been done.

No. You can make things smaller, but not bigger because their is nothing to make it bigger from, there is no extra fabric.
Order the size that fits your biggest part. If this is something you already have, a seamstress may be able to insert a piece of fabric in either side of the top of the dress, but it may also create some unsightly spots in the dress.
