I have seen it used in relation to city vs suburban budget priorities, and also in marketing to the young professional who are increasingly moving into city centers in the US as well as those who have always lived there in Europe. What it means depends on context.

a way of saying "the buying power of blacks & other minorities" without saying "blacks & other minorites. -well at least blacks & hispanics
