After the narrow victory at Antietam and with the November elections coming up, Lincoln proposed the Emancipation Proclamation on September 22,1862. It stated that any slave in the states where the Confederacy ruled were declared free. This would take effect on January 1, 1863.Actually the Emancipation Proclamation in reality did not free any slaves. It was done through the 13th Amendment to the US Constitution in 1865. It was a major blow to the South because it changed the entire outlook of the war from preservation of the Union to abolishing slavery permanently and it gave the North the opportunity to have available another group of fighting men, hungering for freedom.

To be "emancipated" means to be "freed," and a "proclamation" proclaims something. So the Emancipation Proclamation was the official document proclaiming that all slaves in the United States were no longer slaves, but free individuals. Of course, this was "proclaimed" by lawmakers and President Linclon, who were Northerners, and had no effect on Southern slaveholders until the Confederacy lost the war.

And as you probably also know, proclaiming someone to be free is a beginning, but insuring that they receive the rights that freedom requires is much more difficult. And changing attitudes more difficult still. We are still working on these last two challenges.

To add a few things, Lincoln was concerned that Great Britain would provide support to the Confederacy. By focusing the Union's position on ending slavery in the US he was able to insure that Great Britain would not support the South because GB had outlawed slavery several decades earlier. To support the South against the North would have gone against GB's principles.

Lincoln waited to issue the Proclamation until after securing the Union "victory" at Antietam. He did not want it to appear that issuing the Proclamation was an act of desperation against the backdrop of mounting Union defeats.
