As several have said, the Declaration was written and signed in Philadelphia, Pennsylvania. The precise location would be the official meeting place of the Second Continental Congress, viz., the Pennsylvania State House (known NOW, not then, as "Independence Hall")

It's just possible, however, that the LAST person to sign it (most signed it on August 2 1776, most of the rest between then and November) did so when Congress was temporarily seated at an alternate location (most likely Baltimore, Maryland or York, Pennsylvania) .

Interesting question and the answer is not all that clear. It was drafted in Philly and the original people who signed it were naturally also in Philly. However, many of the people who ended up signing the document did not do so until many months later. So it's not clear that this ocurred entirely in Philadelphia. If I recall my history, the document was moved out of Philly (the city WAS occupied by the British for a good part of the war.)

Sorry I don't have a detailed answer, but it is worth looking into in more depth.
