i have an electric scooter with sla batteries at 36v with 9AH, i can't afford all 4 of the li-poly batteries needed to run the scooter, but i can afford 1 12v, and i was wondering if i can run that in parallel with the sla batteries just harnessing the AH, without the same voltage.

Nope, but you can probably link up 3 12Vs in series to get 36V, which THEN is linked in parallel to the 36V SLA cells. However, the weight will probably cancel out all the advantage from the second power source.

Absolutely NOT.

If you connect battery with different voltage in parallel, all the current from the higher voltage battery will flow into the lower, and cause severe overload condition. I wouldn't be surprised if the smaller battery will literally explode, or wires melt.

Today's batteries are capable of very high peak current. Even a small battery can severely hurt you.

DO NOT DO IT.

No.... the 36v supply will try to charge the 12v supply, and potentially end up exploding it, overheating it, or causing some other nasty problem
