Some manufacturers such as DELL will even let you purchase a second charger but of course you pay for it. Make sure that once the battery is fully charged that you disconnect the charger and let your laptop run on batteries. If during the process that your battery gets depleted, usually around 2 hours, you can recharge again but ensure that you shut down the PC. The battery charger works better if you do not leave the PC on by closing the lid as it will go into hibernation and the PC will be very warm/hot in a couple of hours. Best to charge and it will cut-off the charging process when the battery is fully charged.

I believe that chargers are so unique that they must always come with the laptop.
I ordered an HP online last week and when it arrived this week it definitely had the charger.

Laptops do come with A/C adapters. If they didn't, you're battery would run out and that would be the end of it. Laptops would be obsolete if you couldn't use them anymore after the battery ran out.
