To me it simply means, he wanted to talk with you, and couldnt come up with anything more interesting than what he said.

it's nothing....he's just satisfying his curiosity about your arm. I'd advise you against thinking that he's coming on to you, because he's just fooling around. it's an innocent question....just let it go.
