I think intelligence is a range, potentially we are unlimited. I think most can learn whatever they choose, but for some it will come easier. I don't think intelligence is pre-determined, as the environment seems to have a role in nurturing it, as you know anyone who grows up with wolves is considered delayed/MR. At the same time IQ does depend on genetics. I think A case can be made for both sides. In relation to your overall question, put your mind to it and you can learn it, mind over matter.

Every human does not have the same potential nor is intelligence pre-determined. There are so many things that influence intelligence. For instance, genetics, drugs the mother may have taken during pregnancy, illness of mother during pregnancy, delivery, and the big one---environment. Environment means diet, education, medical care, exposure to environmental contaminates and so much more. We simply do not have all the answers to how much these things interact to affect intelligence.

I think a mixture of both genetics and environment. Intelligence is hard to define. Is being intelligent someone who excels in school, in careers, knows alot of information? Some people have the potential to be very intelligent, but other things might hold them back like low self-esteem, laziness, addictions, etc. Even if someone is not considered very "intelligent," if they have the passion and drive to learn, and work hard, I think they can excel. It might be harder and take longer, but they have the drive to do it. Some people can foster their intelligence even greater if they had a good school and teachers. If they don't, it might now grow. So, there is too much variables to really answer this question. In my opinion!

I would say no. If scientist were able to raise 5 humans together in the same enviorment they would still expereince things differently. For starters, I think anyone can learn anything if given the right conditions (Mastery Learning) BUT not eveyone can hold in that much information or retreive it. We all come from different backgrounds, have different motivation and engagement levels, therefore it would be impossible to research if every human has the same potential in terms of intelligence.
