Yes...I think that anyone who is able to be called your cousin is off limits. But....that is just me!

Honestly... that's not really a genetic problem, 3rd cousins are really distant. If the fact that they are related at whatever level doesn't bother you then I don't really think it matters. Personally, I never ever see my 3rd cousins, in fact I couldn't name one of them if you held me at gunpoint, so it wouldn't really be that weird to me if I were attracted to one of them.
However, as you've probably already noticed as a result of this question, it's a social taboo, so you'd have to deal with that.
incidentally, Franklin Roosevelt and Eleanor Roosevelt were fifth cousins.

I think the 3rd cousin is allowed, it is less than 2nd cousin that is a genetic problem. That means it is less than 12.5% of genetic similarity, and that should be safe as long as no other similar genetic conditions exist.
