1. The flaps of the valve are shaped so that pressure against them by the blood in the aorta pushes them closed. They act as a one-way door.
2. There will be swelling in the body part with such a blockage.
3. Arteries and capillaries do not have valves; veins have valves.

I would just add that not all veins have valves. The veins in the legs do but not deep central ones or in the core of the body.
So the answer to 3 would be arteries and veins.
