I'd be willing to debate whether the least functional is New York or California.

The smaller the state's government, the fewer laws they have regulating personal matters and the lower the taxes are makes for a better government. As I said in another post, government should be the servant of the people and not their master. Look for a place where the function of government is to serve instead of control.

I must take issue with your assessment of New York's government. New Jersey is far worse.

I think Mississippi has a pretty good State Government.

I'd have to say Alaska. At least they give money back to their residents each year, instead of taxing the heck out of them. All of that revenue from oil, makes their economy a breeze.
