they used to be cardboard, but i was wondering if i get a learners permit whether i can use this as my photo i.d. instead of a non-drivers state i.d.?

Yes because in NY there is a photo on it, and it is government issued So it counts (I know because I've used mine before)

Definatly. Like she said above a photo ID that is vaild, from school, the government, or even a library card with your picture will work. Photo on an ID=photoID

As long as it has a photo on it, it is a state governmetn issued document and it is a photo ID.
