Your age would be really helpful here. A lot of my ideas are a tad on the risque side if you are young.
My friend did the German beer garden girl last year and it looked awesome!
Supergirl is sexy and kinda a throwback to childhood.
So is Rainbow Bright. Or a nursery rhyme--Lil Miss Muffet, Lil Red Riding Hood.
Flight attendant, angel, fairy, playboy bunny are always popular for blondes.
I dream of Jennie.
Any type of animal can be as sexy or modest as you want it to be. I was a zebra and bought a set of zebra-striped lounge wear at Old Navy. They were velvet/velour, long pants and a tank top. Wore black boots and black velvet gloves.
I have been debating being a butterfly this year. Wear all black, buy a set of antinea and big wings.
Time periods are always great if you want to feel more comfortable. Medieval, hippie, or a sports athlete allow you the comfort level and full range of motion--especially good if you have to be at school all day or the party will involve a lot of sitting down on couches (wings have to be removed frequently)
All of those are great ideas for you.

if you're petite, tinker bell, or (and it may sound stupid) but i saw a costume designed by Jane Asher which was a knickerbocker glory ice cream and it just looked so delicious - with your blonde hair that'd look fab! alternatively you could always get a wig and try life as a brunette or a redhead (blondes may have more fun but guys like a sassy sexy redhead cos they definitely have sex appeal - believe me I know!!)
