Technically you can walk on anything that's denser than you are, including on a liquid, just not very well.

Neptune is primarily a gas giant with a theoretical rocky core. If you were to be dropped into the Neptunian sky, (assuming you don't burn up from atmospheric friction as you fall), you'll eventually reach a surface where the density is about equal to or greater than you. Assuming again that you can breath as well as withstand the internal heat of that deep layer you've now fallen to, you'll be hanging somewhere in between the top surface thousands of miles above you and the theoretical rocky core thousands of miles below you. There you'll bob about in and out of the slightly denser air until you reach equilibrium with the equivalent density air around you where you'll probably just hang there in the sky buffeted by the winds until you die.

What a strange question. Well I don't know but I can tell you that in 2008, we are going to be looking for life on different planets and see what planets are liveable and what not.

maybe... neptune is thought of to be made of mostly gases, but there is theory that there is a small core made of rock. that core would be surrounded by gases and water... in theory, it may be possible.

No because it has no surface, and even if it did, Neptune's gravity would crush you.
