It depends on the orbit of the planets, generally speaking if all the planets were in alignment then it would be Venus but because they are staggered then Mars is closer for longer but is also further away for longer but Venus is closer more regularly because of the length of the orbit. I don't know for sure but there is probably a time when Saturn is closer than Venus but I could be wrong, I can't be bothered checking it, I'll just throw it out and someone will tell me if I am wrong.

mars is between about 56 million and 400 million km
venus is average 108.2 million km but at closest about 26 million miles
earth is between mars and venus and venus is closer.
dont forget there isnt a definition for a planet yet so ,....

well a moon isn't what u would call a planet so it would probaby be mars but whilst in orbit it could be venus.
