I don't see why not. In NJ there are all sorts of signs on the highway with a phone number to call to report aggressive driving.

Anyone should be allowed to report a driver for bad or possibly impaired driving. It is a matter of public safety.

Truck drivers are getting paid to drive so if they are driving bad, their employer needs to know. The majority of car drivers are just commuters who are driving to their plae of work or home. If their job was to drive, they should be accountable
