TKD540 is angry because some of his tax money goes toward Rico's welfare money. Rico then uses TKD540's welfare money to buy access to internet and annoy him. TKD540 is infuriated because he is paying to suffer. Anybody else feel the same?

That is a valid point.
Rico is wonderful, but needs some kind of help.

Not only is our tax money paying for Rico to annoy us but to feed and keep his three families! I feel the same as you but, I guess we need to make sure Rico knows this!
