The grounding wire that comes with the fan is just an uninsulated wire that would be okay if it were run through the wall but not okay in a swag use.Is it really necessary to ground it.
There is no electrical connection in the ceiling.

I will be attaching the fan to a bracket on the ceiling which is sturdily attached to the joists. My question is about grounding. The swag/cord is just for connecting the electrical outlet.

30 years ago no one ever even heard of a ground wire. It does not "MUST BE GROUNDED".
A ground wire is to keep you from standing in water and getting shocked, more or less.
Master electricain with 13 years experiance. Right.
If you only have a 2 wire cable coming in to start with, just clip the ground wire off the fan close so it doesn't move around and somehow find it way inside the hot leg of the two wires.
You will have a black wire and a white wire both coming into the box and coming from the fan. They are the only two that are truely needed. Just wier nut the two whites together and the two blacks together and that's it.
The main thing is to make certian the fan is secured very good. If not, they can hurt someone a lot more than not haveing a ground wire can.
You can take this to the bank.
The ground wire runs back to the same nuteral bar in the breaker box any way.

How do you plan on stabilizing the fan? I've never heard of mounting a fan from a chain, it would take off like a lose airplane propeller and possibly kill someone standing nearby. Fans are secured to ceilings for a reason, the are attached via the electrical box plus a hanging bracket to the joists behind.

It must be grounded, I'm not really clear on what you want to do, but if it's what I think it is, extend the ground wire with another piece the same gauge using a wire nut to connect the two, then attatch the ground to the house side wiring, but reguardless of what you're doing, it must be grounded, or you will be the ground if you grab it when it's energized! OUCH!!
