there could be multiple reasons or combinations of reasons. some would be that the fish are too large. but unlikely since you said tiny but you also said baby RES so it may not be a strong enough swimmer yet tpo have the speed. try just usuing some type of pellets. like wardley or reptomin the latter being the more expensive but better choice. also feeder fish aren't that great of a dietary food. they don't have much nutrients. give it time to grow and mature and it will be able to catch them and it will eat them. keep i mind that when the turtle is big enough he won't eat them all only the "dumb ones" the smart wish will learn to swim away and hide. either for a few weeks until they screw up or for several months.
but as a staple food for now stick with pellets and as it grows feed it along with pellets romaine lettuces and or boiled chicken fish feed carrots etc.

Your turtle is too small. They don't recognize fish as food until they reach about 4" in diameter. Feed it snails, crickets and grasshoppers until it's bigger. At 4" they will start to recognize the fish as food and eat them but not until then. Just be patient and give it time. In the meintime feed it a good pelet food like Wardleys or T.Rex (not ReptoMin because it lacks nutrients that are essential for their growth and development). Feed it as many pelets as it can eat in 5 minutes and then take the rest out of the tank because it makes the tank dirty to leave uneaten food in their tanks.

Turtles really don't eat fish as much as people think they do, and they only eat certain sizes- if it is too big or too small it will not eat it.
Try small pellets, blood worms, and frozen krill instead.

if it is just a baby this fish may be to large for it to eat but then the fish may be to large themselves try buy smaller ones

They will, given the chance. It's hard for them to catch them. If you feed it pellets, that will be a suitable source of it's protein.
