have replaces the fuel relay and eec relay and put a used computer in it what else could stop it from working

Check all the fuses and check to see if the fuel pump safety switch hasn't been activated. There could also be a bad ground some where, or a bad power feed from the ignition switch to the relay itself. It could also be a burnt up ignition switch, mid 80's to early 90's Ford's were notorious for this.

The computer enables the fuel pump relay for a few seconds each time you turn the key off and then to on again. If you can't hear the fuel pump run in your gas tank each time the key is turned on, maybe you have a bad fuel pump relay. Does your vehicle have a safety fuel pump disable switch that's activated in an accident to prevent the fuel pump from running? If so, try resetting it.

get a multi tester and test all the prongs on the relay sockets for continuity to see if there is a short and seee if all the grounds are still good, probaby you just over looked something. if you cant figure it out just have some one else look it over with you
