Everyone seems to be saying Payless?
But Payless has some pretty trashy flats sometimes...
Go to Old Navy, or Gap. Even Target for the under 20 range.
Urban Outfitters has the best flats in the entire world, and I always get them for under 20$, because I'm cheap and wait for the sale. haha
