Show them how responsible you are upstairs and show them how they can trust you. Work out some kind of negotiation like maybe you'll spend a certain amount of time upstairs every day.
However, I remember being 15 and talking my parents into letting me move into the basement. After I got down there, though, I realized that there were often nasty insects getting in and I was really lonely. So, I moved back up to my room. lol The "freedom" wasn't worth it.

scary! why do you want to live in the basement? but if you really want to, just tell them that you'll clean it up, do a lot of work down there and make it look really nice.
