First of all, it's not a V4, it's a straight-four (aka I4, inline 4, L4, or four-banger). The four cylinders are aligned in a row, hence the I for inline and not a V for a V formation.
You should change the timing belt now. For the 4 cyl Camry, 80,000-90,000 miles is a good interval. I also recommend replacing the water pump and timing belt tensioner at the same time.

The local Toyota shop recommends changing the timing belt every 60k in hot climates like Texas. The timing belt (not to be confused with the alternator/water pump/compressor belt) is covered and thus is not readibly viewable. If the timing belt breaks, all the valves are bent in a second and the engine has to be rebuilt. Is is about a $3000 job vs. a $100 belt.

Are you talking the serpentine belt on the exterior or the interior timing chain or belt? You may need to change the water pump, radiator fluid and thermostat too! Do a pressure check on the head gasket also. Check with a dealer or check a service manual.

Toyota and Mitsubishi and allot of other Japanese cars require a timing belt change at about 70.000km ( not sure how many miles that is ) but I guess it's somewhere around 45k
Atleast I would not go higher than 80k km

Yes, get it changed. If it goes while you are driving you could get in an accident or damage your engine or both. Timing belt should be changed every 50,00 miles. Check the owners manual for reference. L4 not V4

,the car manual usually has the interval for changing timing belts if the vehicle was mine i would change it every 100,000miles and beside replacing the timing belt i would replace the water pump as well ,if the timing belt operates the water pump as well if not you might replace the timing belt 1month and have to turn around and replace the water pump the next and that could cost money to have it re tore down

cracks develope from the inside going out. when they get the the 1/3 to 1/2 way mark it's time to change it.

It depends on what make of car it is. Some are as low aas 25,000 some 60,000 . You need to check with the manufacturer.
