If council tax is replaced by a local income tax what's to stop outsiders buying up homes and contributing virtually nothing to that community?
Maybe there are plans by SNP and the Lib Dems to stop this happening but I haven't heard what they are.

People are already taking full advantage of lower taxation abroad. Scotland is not yet an option. Last year five and a half million Brits left UK to go and live abroad. They're not coming back. The future for local taxation here in UK is very bleak as local authorities are on a wild spending spree, spending the people's money as though it were water. There seems no end to it. Many of my own generation, pensioners, have simply sold up and shipped out - France, Spain, you name it, even India. India is a good case in point, where living costs are very low and you can still get your State Pension sent to you, as far as I know anyway.

Abolishing council tax in Scotland good idea, but how to stop outsiders buying without contributing, if this was only inplace for residents in scotland outsiders would pay a form of holiday tax on there properties, tax offices knows where you stay so this would be easy to do.

i doubt England would get rid of it, and Scotland would be stupid to do so. As much as we hate paying it, the government and councils need that money. If you don't pay it through council tax, you'll only end up paying it through some other stealth tax.

Removal of taxes will likely increase in the purchases of properties because it a hindrance for would be buyers.
