The filler hose could be collapsed. Also, there should be a screen in the filler neck. Something may have been put in your filler neck and got caught in the screen. I have a 2000 s10 which should be similar. When the flap where you put the nozzle in got broke off, it was blocking the filler neck because it was laying flat against the screen. Try taking a flash light and looking in. There should be an access panel underneath the spair tire or some where in the rear of the vehicle if you should have to take your filler neck off of the tank. There should be three screws that hold the other end on the side of the vehicle and can be accessed by simply opening the gas door.

Check the little 'flapper' that sits right in past the cap. make sure it is working well and not bent. Also, check the rubber hose that leads from the side of the car to the tank, make sure it is not collapsed.
Gas pumps are meant to shutdown if they receive too much back pressure from the tank. Pull out the nozzle and angle it slightly when filling. Just be careful not to spill the gas.

There's a ball valve down the filler tube that keep gas from sloshing up the tube. It's stuck. You'll have to drive it near dry and remove the filler tube to fix it.
