I am from india & currently staying in U.S.I am planing to visit kuwait..is it possible for me to get ECNR stamping from U.S only or i need to go india first.

You can definitely get the ECNR done in US.

Go to the website for Indian Embassy in US at: http://www.indianembassy.org/newsite/default.asp

You'll need to send following documents:
1. Miscellaneous Services form (download from the website: http://www.indianembassy.org/newsite/consular/misc1.pdf)
2. Existing Passport
3. Notarised Copy of Degree certificate/proof of stay abroad for more than 3 years
4. Proof of present residence i.e. copy of utility bill or Dr Licence or Lease Deed etc
5. Fee: $ 10/- (Mode of Payment: In person: Cash or Cashier Check or Postal/Money Order only. By mail: Cashier Check or Postal/Money Order only.)

Processing time: Same day, if applied in person. In other cases 10 to 15 w/days.

Depending on the state of your residence, you'll have to file your application with the Indian consulate of the appropriate Jurisdiction. (Check at: http://indianembassy.org/newsite/embassyholidays.asp#jurisdiction).
