Contact your local Anti Social Behaviour Task Force, they will call out 24 hours a day to listen to the noise and if they think it is loud enough they will issue warnings to them. If they broke your sky dish you should report them to the police for criminal damage to your property.
I have a noisy neighbour at the moment (I'm moving in may and I cant wait). If she isnt having drunken arguements/parties, playing loud music, smashing bottles outside my front door, then she has her washing machine on in the middle of the night or she is having really loud sex with her boyfriend (as in I hear every word they are saying to each other during it, which is just fantastic and not at all creepy - what makes it even worse is that her young son is in the house througout all this - mother of the year) She has been doing this since we moved into our flat in October. I asked her to keep the noise down at night during the week and the next night her and her a*sshole of a boyfriend tried to smash my windows.
The funny thing is that when she sees me when she is sober, she tries to hide so she doesnt have to walk past me and if she has to walk past me she pretends she is on her mobile - hopefully she feels a bit of shame, but the silly little slag shouldnt drink if this is the way she acts.
I have phone the Anti social task force and she has had warnings but she doesnt really pay attention to them so every time she plays her music loud I just phone the police to come and have a word with her.
Housing officers are useless at sorting out nightmare neighbours so contact either the police or the anti social task force.
Good luck

Clearly noisy neighbours might amount to a nuisance — that is to say, the unreasonable use of one’s land such as to cause a substantial interference with the ordinary enjoyment of another. This requires an element of give and take: the landowner must show the same consideration for his neighbour as he would expect his neighbour to show for him. A noisy party after 11pm in a quiet residential neighbourhood might be expected to breach this principle and the resulting loss of sleep would be a nuisance. If the house-owner does not respond to your concerns about the prospective level of noise you could go to court for an injunction to restrict the level of noise after 11pm. It is not however certain that the court would grant an injunction without a considerable amount of evidence and this would be expensive to do privately, so it may not really be an option unless you can afford it.
Your best alternative is to complain to the local Environmental Health Department inviting them to exercise their powers under the Environmental Protection Act 1990 (EPA). They MUST take "all reasonable steps" to investigate your complaint and can write to the person concerned saying that a complaint has been made and asking them to take any steps that may be necessary to reduce noise. If they believe a statutory nuisance is likely to occur they must take action. Many local authorities have noise patrols so an Environmental Health Officer (EHO) or Technical Officer could call at the time you expect the noise to occur, to see if it amounts to a statutory nuisance. If it does he must issue a notice requiring the neighbour to stop causing the nuisance and it is an offence to ignore this without reasonable excuse. Local authorities can also confiscate equipment causing the noise. There have been some reported successful prosecutions for this type of noise nuisance and a refusal to adhere to the terms of an abatement notice may result in an application for an ASBO.

Point 1. if you have a mobile with camera video the clown as he drives the car.
Point 2. goto your town hall and get the enviroment officer to call round, he will tell you to log the times and even might give you some gear to record the noise levels etc.
Point 3. if all else fails get a mate, a long ladder and a few tubes of liquid nails and seal the ba!*@?ds in.
Good Luck.

The least you should do is tell the coppers that their is an illegal driver, and if you have proof take the people to court over criminal damages (the dish).
Talk to others around where you live, if they also think that the music is annoying you might be able to take a patition to the local MP and get them kicked out from where you live. This will just move the problem family to another area, but they might learn their lesson, if not, they will just get kicked out again.

I am not sure if you are in Britain or not; but if you are, you are entitled to have a good quality of life under the European laws.Article 8 European convention on human rights says":Everyone has the right to respect for their private and family life". You should go back to the housing officer and demand that they take action. If that fails get a few blokes to go round and kick the crap out of your neighbours. I KNOW that works !

Write a formal complaint and serve it on your neighbor. If disregarded, report your neighbor to the Police or file a case in court so that appropriate action will be taken.
