If you are referring to Iraq it's civil for America because it's happening over there and not here. Just like all the terrorists that are coming out so we can continue to kill them over there instead of here. May God continue to bless America and our great president.

Nothing. It refers to a war occurring within the boundaries of a country, fought by groups inside that country.
There is nothing civil about war. As Gen. W. T. Sherman put it (not in his exact words), war is an uncivil and immoral endevour. The only way to make it more civil and moral is to be as uncivil and immoral as possibly, that way you will break the will to fight and it will be over quicker.

"Civil" meaning a war fought against or amongst the population, not as in polite or mannered.
The "civil" in civil war is used in the same sense that it is in "civil defense" or "civil service."
